Summary
The Quality Manager is responsible for ensuring CRRC Sifang America’s quality systems and processes are aligned and support the company’s growth and objectives by directing in a customer-centric manner. An ideal candidate is expected to be comfortable working in a manufacturing environment and having day-to-day interactions with various engineering teams. Furthermore, the Quality Manager will ensure all quality systems comply with customer, industry, environmental, safety and other appropriate regulatory standards as well as develop and execute plans to achieve compliance with new or updated standards.
Essential Duties and Responsibilities
Essential Duties and Responsibilities
• Responsible for managing and controlling supplier product quality as well as internal production process quality assurance, inspections and quality hold points, including but not limited to: incoming inspections, in-process quality verification, commissioning and functional inspections, and inclusive pre-shipment product inspections and verifications.
• Oversee the work and job assignment of the quality team, assist and mentor other quality personnel in their tasks and goals, and conduct weekly team meetings to discuss the progress on assigned tasks and outstanding issues.
• Develop, implement and maintain the quality system(s) to capture, monitor, and manage product and process quality to support the company’s tactical and strategic business goals and objectives.
• Create and maintain training plans for quality and production staff to implement and enforce the company quality policies and best work practices.
• Review and understand the quality policies and management systems in accordance with CRRC’s parent company, and, in turn, use their practices as a guideline to maintain and develop the current quality policies and procedures that are in use.
• Generate flow charts for all quality control processes, thereby making them more accessible to other engineers and production work teams.
• Create, review and release quality-related documents including but not limited to: Notice of Non-conforming, Non-compliance reports, exceptional and emergency releases, process, and product deviation requests, etc.
• Ensure all technical change notifications are implemented properly.
• Manage and maintain the railcar’s history books, ensuring all the relevant quality documents are added in accordance with set standards.
• Prepare monthly quality reports by collecting, analyzing and summarizing available data.
• Conduct monthly quality meetings with relevant departments, focusing on continuous improvement by reviewing statistical data and setting up specific goals for all parties involved.
• Interact with end-customer site inspectors and engineering staff to resolve quality issues in a timely manner.
• Ensure that all supplier’s quality problems are investigated, trends are tracked, and issues are resolved.
• Participate in weekly quality meetings with suppliers to resolve outstanding quality issues.
• Visit supplier sites to conduct the product, process and quality control audits, if needed.
• Manage the tools and equipment verification and calibration activities including supplier selection, budget control, creation of monthly calibration plan and supervising the implementation of calibration verification.
• Develop quality policies for handling different situations and quality control processes.
• Have working knowledge of the ISO-9000 family of quality standards, and lead the company through the ISO-9001 certification processes.
• Ensure all technical and assembly processes and procedures, and final products that are in use comply with regulatory standards such as FRA, OSHA, EPA and ISO.

• Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected.
Education and Experience
♦Required
• Four-year bachelor’s degree in engineering disciplines.
• 5+ years’ industry experience as a quality engineer.
• At least 3 years’ experience in managing a team of quality personnel.
• Experience working in an ISO-certified organization.
• Quality assurance experience in a manufacturing environment.
• Ability to use various testing and measuring instruments accurately, including but not limited to: calipers, height gauges, force gauges, etc.
• Excellent written and verbal communication skills.
• Proficient in working with Microsoft products --- Word, Excel and PowerPoint.
• Statistical data analysis skills.
• Self-initiation and effective time management skills.
♦Preferred
• Master’s Degree in engineering disciplines.
• 6 years of experience in a quality managerial role.
• Work experience in the rolling stock, railroad, aerospace, automotive, and heavy machine industry.
• Proven working experience in product testing, product and process evaluation, and quality audits.
• Extensive knowledge of mechanical, hydraulic, and electrical systems.
• Certified ISO auditor.

• Bilingual in English and Mandarin.
